Simply dumping sand into the Gulf would not have produced a safe foundation for roads, utilities, villas, and high-rise buildings. Thousands upon thousands of carefully positioned compaction points were used to accelerate settlement that otherwise could have taken many years.

The famous 5-millimeter-per-year figure comes from reports dating back to 2009 and remains disputed. It should not be treated as proof that Palm Jumeirah is currently sinking at a constant, verified rate.
The claim that Palm Jumeirah is sinking by about 5 millimeters, roughly 0.2 inches, per year has circulated for years. It is usually connected to reports from 2009 about remote-sensing or survey measurements suggesting settlement of the reclaimed land.
Nakheel, the developer behind Palm Jumeirah, disputed the interpretation. At the time, company representatives argued that there was no structural evidence consistent with widespread damaging subsidence and questioned whether the measurement technology being cited could establish a change as small as 5 millimeters with the claimed certainty.
Some settlement in reclaimed ground is not surprising by itself. Engineers anticipated consolidation and deliberately compacted the Palm's sand before large-scale construction. The more important question is whether settlement is excessive, uneven, accelerating, or damaging structures and infrastructure.
That distinction gets lost when “settlement” becomes “Dubai's island is sinking into the ocean” on social media. The latter makes a much better thumbnail. Geotechnical engineering, inconveniently, prefers measurements and context.
3. Erosion and Water Circulation Are More Concrete Problems
Palm Jumeirah's artificial shoreline changes waves and currents. Beach erosion and water circulation therefore require engineering management even if catastrophic sinking is not occurring.
Palm Jumeirah is protected by a huge crescent-shaped breakwater. That structure shields the interior from much of the Gulf's wave energy, which is rather important when expensive villas have been placed on narrow strips of reclaimed sand.
Protection comes with trade-offs. Restricting water movement can change circulation within the enclosed area. Openings in the crescent help exchange water with the surrounding Gulf, and researchers have studied currents, salinity, temperature, mixing, and water turnover inside the Palm Jumeirah lagoon.
Erosion is even easier to see because beaches physically lose and redistribute sand. Between 2022 and 2023, Nakheel carried out major beach-enhancement work along approximately 55 kilometers of Palm Jumeirah shoreline. The project reshaped beaches, added large quantities of marine sand, and incorporated additional shoreline-protection work.
That does not mean the Palm is failing. Beach nourishment is a standard coastal-management technique in many developed shorelines around the world. What Palm Jumeirah demonstrates particularly clearly is that an artificial coastline is not a one-time construction project. The sea keeps participating in the design whether the developer invited it or not.
4. The 2008 Crisis Showed That Economics Can Be as Powerful as the Sea
Dubai's second wave of artificial-island projects was slowed less by geology than by the global financial crisis, which disrupted financing, property demand, and construction across the emirate.
Palm Jumeirah was only one part of Dubai's much larger offshore vision. Palm Jebel Ali was planned farther down the coast, while The World transformed reclaimed islands into a map-like archipelago offshore.
Then the global financial crisis reached Dubai's property market. Development activity slowed sharply, financing became harder to obtain, and major projects were suspended or delayed. Palm Jebel Ali's development was among the casualties, while much of The World remained far less developed than its original vision suggested.
The episode exposed a second vulnerability of megaprojects. Engineers may be able to move millions of cubic meters of sand, but that does not make capital markets obedient. Artificial islands require enormous upfront investment, followed by infrastructure, buildings, utilities, transportation links, maintenance, and enough buyers or visitors to make the whole machine economically useful.
Palm Jumeirah survived that period and became an established district. Other projects effectively spent years waiting for Dubai's economic ambitions to catch up with the land already sitting offshore.
5. Palm Jebel Ali Shows Dubai Is Doubling Down, Not Retreating
Palm Jebel Ali was formally relaunched with a new master plan in 2023 and is now progressing through large-scale residential and infrastructure construction tied to Dubai's long-term urban strategy.
For anyone expecting Dubai's artificial-island era to end as a cautionary tale, Palm Jebel Ali complicates the story. Dubai approved a redesigned master plan for the project in 2023, connecting it to the Dubai 2040 Urban Master Plan and the city's broader southern expansion.
The revived project is considerably larger than Palm Jumeirah and is planned around seven islands and 16 fronds, with extensive beachfront, homes, hospitality, retail, public infrastructure, walkable areas, and sustainability features. It is not merely a line on a presentation slide anymore. Construction contracts have been awarded and residential work is advancing across multiple fronds.
By August 2026, Nakheel reported that more than AED 13 billion in construction and infrastructure contracts had been awarded for Palm Jebel Ali. The developer said phased handover of the first villas was scheduled to begin in late 2026 and continue through 2027.
The renewed investment does not erase the environmental and engineering challenges revealed by Palm Jumeirah. It shows that Dubai's response to those challenges has been to redesign, monitor, maintain, and continue expanding rather than abandon reclaimed-island development.
